Preamble
Recognizing the fundamental right to healthcare as an essential pillar of human dignity and national unity, the Maya-We Nation hereby establishes the Maya-We Health Membership Act to provide accessible, sustainable, and community-driven healthcare solutions for its diaspora citizens. This Act affirms the Maya-We Nation’s commitment to ensuring the well-being of its people, regardless of geographical location, through a structured and cooperative healthcare initiative.
Article I – Title and Purpose

This legislation shall be known as the Maya-We Health Membership Act ("The Act").

The purpose of this Act is to create a self-sustaining, member-based healthcare system that provides immediate and scalable healthcare solutions for all registered diaspora citizens of the Maya-We Nation.
Article II – Establishment of the Maya-We Health Membership Program (MWHMP)

The Maya-We Health Membership Program (MWHMP) is hereby established as the official healthcare initiative of the Maya-We Nation.

The program shall be structured as a voluntary membership-based system where enrolled citizens contribute to a collective healthcare fund in exchange for medical benefits.

The MWHMP shall operate as a non-profit cooperative, ensuring all funds are used solely for healthcare services, emergency aid, and administrative support.
Article III – Membership Eligibility and Enrollment

Eligibility: Any individual recognized as a diaspora citizen of the Maya-We Nation is eligible to enroll.

Enrollment: Citizens may apply for membership through the Maya-We Health Office, designated online platforms, or authorized representatives.

Tiers of Membership:

Basic Tier: Provides emergency assistance and access to telehealth services.

Standard Tier: Covers emergency aid, telehealth, and access to partnered clinics and pharmacies at discounted rates.

Premium Tier: Covers all services above, plus priority hospital assistance and extended medical support.

Article IV – Healthcare Services and Partnerships

Healthcare Coverage: Members shall have access to a range of medical services, including but not limited to:

Telemedicine and virtual consultations

Emergency medical financial aid

Discounted services from partner hospitals, clinics, and pharmacies

Partnerships: The Maya-We Nation shall actively negotiate with healthcare providers globally to offer affordable services for members.

Health Fund Administration: All contributions shall be managed by the Maya-We Health Trust Fund, ensuring transparent and accountable use of resources.
Article V – Governance and Oversight

The MWHMP shall be overseen by the Maya-We Health Council, composed of:

Appointed medical professionals

Representatives from the diaspora community

The Health Council shall issue quarterly reports detailing financial transparency, service performance, and program improvements.

Independent auditors shall review and certify the health fund annually to maintain global credibility and accountability.
Article VI – Funding and Contributions

Membership Contributions: Members shall contribute a monthly fee based on their selected tier.

Emergency Reserve Fund: A portion of all contributions shall be allocated to a reserve fund to assist members facing severe medical emergencies.

Voluntary Donations & Philanthropy: Contributions from individuals, businesses, and non-governmental organizations may be accepted to supplement funding.
Article VII – Legal Recognition and International Compliance

The MWHMP shall adhere to international healthcare standards and align with human rights conventions, including the Universal Declaration of Human Rights (Article 25) and WHO guidelines on universal healthcare access.

The Maya-We Nation reserves the right to seek recognition and cooperation with foreign governments, international organizations, and healthcare entities to enhance the effectiveness of the program.
Article VIII – Implementation and Effectiveness

This Act shall take effect immediately upon ratification by the governing body of the Maya-We Nation.

The first phase of implementation shall focus on telemedicine services and emergency funding, expanding over time to include full-scale medical partnerships.

The Health Council shall conduct annual reviews to update and enhance services as needed.
